MNREGA and Marginalized groups : A Study of  Bihar

MNREGA is a “demand driven” programme.  It has been designed as a safety net to reduce migration by rural poor households in the lean period through a hundred days of guaranteed unskilled manual labour provided when demanded at minimum wage on works focused on water conservation, land development & drought proofing.

Bihar has a double distinction of having the highest number of NREGA districts and the most densely covered state in the country. Out of the total 200 NREGA districts selected for the implementation of the scheme all over India 23 districts were selected from Bihar itself. These districts from Bihar constitute 11.5 percent of the total 200 NREGA districts and 60.5 percent of the total 38 districts of the state.  The State Government decided to implement Rural Employment Guarantee Scheme on the patttern of NREGS in the rest of the districts through its own resources. So that made Bihar 100% rural employment guarantee covered state. The study focuses on following five issues:
  • Caste Related Provisions in NREGA.
  • Marginalized groups and Elite capture
  • Marginalized groups and Question of Accountability:
  • Marginalized groups and Awareness: Rather Lack of Awareness!
  • Gender aspect in NREGA
Capacity Building of Grama Panchayat Members: Enhancing Participation through E- Governance.

A necessary condition for the transformation of panchayats into local governments is devolution of powers, resources and functions to them and capacity buildings among the elected representatives. “There is a great need for capacity building – in accounts, budgeting, monitoring and so on… It is only when elected representatives have the full responsibility of not only deciding upon what work to undertake, but also to raise the finances for it… that changes become possible”(Vyasulu). Capacity building in terms of literacy, education, understanding laws and implementation procedures is required for effective functioning of members and presidents of Gram panchayats. Lack of education, information and low economic status has escalated the problem of non involvement of the traditionally disadvantaged sections in the local governance .

Role of Media and Communication in Achieving Health Outcomes: A Study of Mobile Telephony.

In the recent years, India has witnessed an upsurge in its healthcare infrastructure, however, the initiatives are largely limited to urban areas. The reason for a limited approach is often given to long timelines and deep investments that are required to build a countrywide set-up of up to date healthcare facilities. Data show that numerous lives are lost primarily due to absence of or insufficient awareness about preventive healthcare practices. Infact the measures required for provision of such facilities are actually low-cost. The most appealing technology usage on the rise is that of Mobile telephony.
The healthcare industry is now approaching the target groups through  mobile technology and is  providing healthcare services to patients across the country. This facilitates a number of patients located in inaccessible areas reach the  medical facilities. The primary objective of the study is to provide an insight into how well the telecommunication technology is being utilized in the Indian healthcare industry and also explore the socio-economic impact of mobile phone usage in rural areas.
